Celar operates on a ban-list-first model, allowing PSPs to operate globally except in explicitly restricted countries. This ensures flexibility while upholding international compliance standards.

Restricted List​

Celar does not onboard or serve PSPs based in the following countries or territories:

  • Afghanistan
  • Cuba
  • Democratic People’s Republic of Korea (North Korea)
  • Democratic Republic of Congo
  • Guatemala
  • Iran
  • Iraq
  • Lebanon
  • Libya
  • Russia
  • Somalia
  • Sudan
  • Syria

Dynamic Transaction-Level Enforcement​

Even for approved PSPs, Celar actively scans transactions against:

  • OFAC, SDN & Sanctioned Countries Lists
  • Wallets linked to sanctioned zones or mixers
  • Local or chain-specific risk indicators
